Main organizations of Taizhou Meteorological Bureau

Taizhou Meteorological Bureau consists of four departments: Office (Policy and Regulation Department, Lightning Protection Management Office), Planning and Finance Department (Science and Technology Service Department), Business Science and Technology Department (Weather Modification Office) and Personnel Education Department.

In addition, there are two non-hierarchical institutions: Taizhou Meteorological Administrative Law Enforcement Detachment and Taizhou Meteorological Bureau Financial Accounting Center, which are subordinate to the Office and the Planning and Finance Department respectively.

1, Office (Policy and Regulation Section, Lightning Protection Management Office)

(1) Drafting comprehensive documents, reports, meteorological work plans and summaries of the whole city;

(2) to assist the bureau leaders to understand the implementation of the overall planning and the matters assigned by the leaders and their reminders; To undertake the organization of overall major activities;

(three) to organize and coordinate the work of the organs, meeting arrangements and reception work;

(4) Responsible for secretarial work, examining and approving documents and various letters, instructions and reports issued by the Bureau; Responsible for the printing of the functional departments of the bureau and the sending and receiving of all kinds of letters;

(5) Responsible for centralized management of government information, target management, compilation of various documents and materials, and compilation of memorabilia of the Municipal Meteorological Bureau;

(6) Centralized office automation;

(7) Be responsible for the formulation of final rules and regulations and supervise their implementation;

(8) Centralized management of comprehensive archives of meteorological departments;

(9) Responsible for safety management and logistics administrative functions;

(10) is responsible for organizing the formulation of the development plan, annual plan and management measures for the scientific and technological services, administrative law enforcement and lightning protection work of meteorological departments in the whole city, and organizing their implementation;

(1 1) Drafting the local meteorological normative documents of the administrative region;

(12) Organize, coordinate and manage meteorological administrative law enforcement work within their respective administrative areas, and undertake meteorological administrative reconsideration and administrative litigation;

(13) Organize the study, publicity and popularization of meteorological laws and regulations, undertake consulting services of meteorological laws and regulations, and guide the construction of meteorological administrative law enforcement system and meteorological legal education and publicity in the whole city.

(14) Organize, coordinate and manage the administrative law enforcement work of the meteorological department of this Municipality, undertake administrative reconsideration and administrative litigation, and be responsible for filing the law enforcement files;

(15) Responsible for environmental protection management of meteorological stations in the city;

(16) is responsible for the comprehensive coordination of meteorological industry management;

(17) responsible for the examination and approval of municipal meteorological administrative licensing matters;

(18) Conduct policy research on major issues in meteorological work and put forward corresponding measures and opinions;

(19) is responsible for the information update and management of Taizhou Meteorological Network;

(twenty) the organization and management of lightning disaster prevention work;

2. Planning and Finance Section (Science and Technology Service Section)

(1) To organize the formulation of the development plan of meteorological undertakings in the administrative region and supervise its implementation;

(2) Responsible for establishing, perfecting and implementing the dual planning financial system;

(three) responsible for the administrative area of the planned finance, capital construction, state-owned assets and statistical management;

(four) responsible for the audit of meteorological systems within their respective administrative areas;

(five) responsible for the management of meteorological expenditure, education expenditure, infrastructure expenditure, meteorological service income and various extrabudgetary funds;

(6) Responsible for the preparation of budgets, decisions and accounting statements of various investments and funds of meteorological departments.

(seven) responsible for the management and supervision of the city's meteorological department bank accounts;

(8) Responsible for meteorological science and technology services and industry management;

(9) Complete other tasks assigned by superiors.

The main responsibilities of the accounting center

(1) Responsible for the financial accounting and supervision of Taizhou Meteorological Bureau at the same level, relevant county (city, district) Meteorological Bureau and directly affiliated units;

(2) Be responsible for the cashier work of Taizhou Meteorological Bureau at the same level and directly affiliated units;

(3) Responsible for the preparation and reporting of accounting statements and annual budget and final accounts of Taizhou Meteorological Bureau at the same level, meteorological bureaus of counties (cities, districts) and directly affiliated units;

(4) Responsible for filing accounting files;

(5) Be responsible for putting forward financial management suggestions to the Finance Department of the Municipal Bureau;

(6) Complete other tasks assigned by superiors.

3. Business Science and Technology Division (Weather Modification Office)

(1) Organize and coordinate basic meteorological services and public welfare meteorological services within their respective administrative areas, and be responsible for supervision, inspection and guidance;

(2) Responsible for the organization, management and coordination of meteorological monitoring, information network and technical equipment support;

(three) under the guidance of the competent department at a higher level, organize and coordinate the cross-city and cross-departmental disaster weather prevention work;

(4) To undertake the formulation, revision and improvement of rules and regulations in various business work, formulate business study plans, and organize the study and assessment of business personnel;

(5) Responsible for the organization and management of key meteorological projects;

(six) responsible for drafting and organizing the implementation of basic meteorological services and scientific research and development plans within their respective administrative areas;

(seven) responsible for the establishment, organization and management of meteorological scientific research and technology development projects and the promotion of scientific and technological achievements, new technologies and new services;

(eight) responsible for the local agricultural meteorological management;

(9) Responsible for reviewing the collection, information processing, archiving, quality control and evaluation of meteorological observation data of the meteorological department of the whole city;

(10) is responsible for formulating the modernization development plan of meteorological services and organizing its implementation and management, and formulating the development plan of basic meteorological services and scientific research and organizing its implementation and management;

(1 1) is responsible for the construction and management of mesoscale stations within its jurisdiction;

(12) Organize and coordinate weather modification operations;

(13) Complete other tasks assigned by superiors.

4. Personnel Education Section

(1) is responsible for the assessment, rewards and punishments, appointment and removal of party management cadres and suggestions for reserve cadres of the Municipal Meteorological Bureau;

(2) Responsible for the personnel management of the city's meteorological system, such as labor wages, social security, employment deployment, and professional and technical personnel management;

(three) to formulate the talent training plan of the administrative region and organize its implementation;

(4) Responsible for the organization and management of employees' on-the-job education and training;

(5) Responsible for the macro guidance of retired cadres in local meteorological system and the management and service of municipal retired cadres;

(six) responsible for the discipline inspection and supervision of meteorological systems within their respective administrative areas;

(7) Responsible for the management and filing of personnel files of meteorological departments in the city;

(eight) to undertake the construction of spiritual civilization and political and ideological work;

(nine) responsible for the organization and management of workers, young women and workers;

(10) Complete other tasks assigned by superiors.
