Xi’an: Resumption of last-number traffic restrictions from January 30

A few days ago, Xi'an Municipal Public Security Bureau Traffic Management Bureau and other departments issued an announcement announcing that starting from January 30, Xi'an City will resume the implementation of traffic management measures for motor vehicles with last number on weekdays. The details are as follows:

1. Restricted travel time: January 30, 2023 (Monday) to November 10, 2023 (Friday), working days from 7:00 to 20:00. There is no travel restriction on statutory holidays and public holidays; if a public holiday is converted into a working day due to a statutory holiday, there is no travel restriction.

2. Restricted traffic area: Within the administrative area of ??our city, centered on the area within the Xi'an Ring Expressway, extending southward to Zhongnan Avenue, Yandu Road, Sanxing Expressway Connection (excluding) and beyond To the north, it encompasses the area east of Xihan Expressway and west of Xizha Expressway; to the north it extends to the area south of Xixian North Ring Road (excluding), east of Yanxi Expressway, and west of Xiyu Expressway. Motor vehicles passing through this city's expressways but not exiting the expressways are allowed to pass without taking traffic restriction measures.

3. Traffic restrictions: Motor vehicles with two license plates (including temporary ones) ending in English letters (if the last number is an English letter, the last digit of the license plate shall prevail) are restricted to drive every day. On Mondays, vehicles are restricted to 1 and 6. On Tuesday, it will be restricted to 2 and 7, on Wednesday, it will be restricted to 3 and 8, on Thursday, it will be restricted to 4 and 9, and on Friday, it will be restricted to 5 and 0.

4. If motor vehicles from other places enter the restricted area, the provisions of this notice shall be followed.

5. The following motor vehicles are not subject to traffic restrictions:

(1) New energy vehicles with special new energy license plates.

(2) School buses, buses, cruising taxis, new energy online taxis and fast freight taxis, large and medium-sized passenger cars with more than 9 seats (excluding 9 seats).

(3) Tourist buses and highway buses with operating certificates issued by the municipal transportation management department and spray-painted special logos; postal vehicles and express delivery vehicles registered with the municipal postal management department and issued with special registration logos; Special civil affairs rescue vehicles spray-painted with the "Rescue Only" or "Xi'an Rescue" logo approved by the civil affairs department.

(4) Funeral vehicles of funeral homes.

(5) Vehicles specially designed for persons with disabilities driven by persons with physical disabilities.

(6) Fire trucks, ambulances, engineering rescue vehicles, military police vehicles, administrative law enforcement vehicles with uniform logos, flood control vehicles, emergency vehicles, special clearance vehicles, gardening, sanitation, and road maintenance special operation vehicles.

(7) Cash transport vehicles, medical waste transfer vehicles, and traffic accident insurance survey vehicles that perform tasks.

(8) "Envoy" or "receive" vehicles with license plates and vehicles with approved temporary entry.

(9) "Green channel" vehicles that have been approved by the competent industry department and registered with the municipal public security and traffic management department, and hold the "Motor Vehicle Green Pass" issued by the competent department (i.e., the complete vehicle transports fresh food Vehicles for agricultural products, including fresh vegetables and fruits, fresh aquatic products, live poultry and livestock, fresh meat, eggs, milk, etc.), grain and oil food distribution vehicles with unified logos.

6. Functional departments such as public security traffic control, resource planning, transportation, urban management, subway, urban investment, and housing construction must deepen the construction of urban smart transportation systems and continuously optimize and increase the planning and installation of dedicated bus lanes. Further improve the transportation capacity and service levels of buses and subways; accelerate the construction of the slow traffic system, scientifically set up non-motor vehicle and pedestrian passages, rationally add public bicycle stations and increase the number of vehicles, so as to meet the travel needs of citizens to the greatest extent and comprehensively improve the city Scientific traffic management capabilities; make every effort to provide road traffic emergency support for emergencies and severe weather.

7. The ecological environment department should strengthen real-time monitoring of the ambient air quality index, do a good job in supervising, testing and law enforcement of vehicles with excessive emission, and strive to improve the quality of the air environment.

8. Motor vehicle bans (restrictions) during emergency response to heavy pollution weather shall be implemented in accordance with relevant regulations.

9. Violations of the provisions of this notice will be corrected and investigated by the public security, ecological environment, transportation and other departments in accordance with relevant laws and regulations.

10. The public security traffic control, ecological environment, and transportation departments can timely adjust the areas, time periods, and rules for traffic restriction management based on actual conditions such as road traffic and air pollution, and notify the public in advance.
