Notes on China-Peru Free Trade Zone Preferential Certificate of Origin

The first column:

Fill in the legal full name, address and country name of the exporter.

The exporter must be a company registered with our bureau. If the exporter declares on behalf of another company, he can add "ON BEHALF OF (O/B)", "CARE OF (C/O)" or "VIA" after his name and address, and then the name (or address) of the agent company. . If the agent company has an overseas name or address, it shall not be declared.

The second column:

Fill in the full legal name, address and country name of the manufacturer.

If the certificated product contains more than one manufacturer, all should be listed. If the exporter wants to keep this information confidential, he can fill in "AVAILABLE TO THE AUTHORIZED BODY UPON REQUEST". If the manufacturer and exporter are the same, "SAME" should be filled in.

If the manufacturer is different from the exporter, and the manufacturer’s content cannot determine the nature of the enterprise, the manufacturer’s business license must be provided for future reference.

The third column:

Fill in the legal full name, address and country name of the consignee.

When the final consignee is unclear, "TO ORDER" can be filled in this column.

The fourth column:

Fill in the departure date, transport number, loading port and unloading port.

You can add "ON" or "ON/AFTER" before the departure date to indicate the exact shipping date or the possible shipping date in the following days.

If the transport number is unknown, you can simply enter the transport method, such as: "BY SEA" or "BY AIR".

The loading port must be a domestic port.

The port of discharge must be a Peruvian port.

The fifth column:

This column can indicate the customer order number, letter of credit number, etc.

If the invoice is issued by a non-Party operator, the legally registered names of the non-Party operator and goods manufacturer should be filled in this column. The manufacturer's name and address filled in this column should be consistent with that in the second column.

Column 6:

Fill in the item numbers in order, no more than 20 items at most. If there are more than 20 items, you should apply for another certificate.

Column 7:

Fill in the quantity and type of packaging. Fill in the detailed name of each cargo so that it can be easily identified by customs officers during inspection and can be matched with the cargo name on the invoice and the cargo name on the H.S. code. If it is bulk goods, "IN BULK" should be marked.

Column 8:

Indicate the six-digit Harmonized System code (H.S. code) corresponding to the name of the goods in column 79.

Column 9:

Indicate the origin standards based on which the declared goods enjoy preferential treatment.

(1) If the goods are completely obtained or produced in the territory of the contracting party, fill in: WO

(2) The goods contain imported components, but are entirely made of materials or products that have obtained origin qualifications. For component production, fill in: WP

(3) If the product meets specific origin standards, fill in "PSR". If the goods are subject to regional value content requirements, the percentage should be indicated. For example, "PSR" 60%, this percentage should be higher than the percentage required by this 6-digit HS code in the product-specific rules of origin table of the China-Peru Free Trade Zone.

Attached is the "Table of Specific Rules of Origin for Products in the China-Peru Free Trade Zone" (attachment).

Column 10:

Indicate the unit of measurement for the quantity of goods. The unit of measurement shall be based on the sales unit listed on the invoice. Such as: "Kilogram", "Taiwan", "piece", "double", "set", etc.

The item number in the sixth column, the product name in the seventh column, the H.S. code in the eighth column, the origin standard in the ninth column and the measurement unit in the tenth column must correspond one to one.

Column 11:

Indicate the invoice number and invoice date.

Column 12:

Fill in the value of the goods.

Column 13:

Fill in the declaration date, signature of the declarer, and official seal.

The filing date should be the actual filing date.

Column 14: Fill in the signing date, signed by the authorized visa officer, and stamped by the visa agency with the registration seal of "FORM A".

The date of certification should be the date of entry of the certificate or the actual date of issuance.

5. Certificate application time

Application should be made before the goods are exported or on the same day.

6. Certificate changes

After the certificate is issued, the exporter can apply for changes to the certificate if he discovers an error in the certificate. To change the certificate, the original copy of the original issued certificate must be provided. The old and new certificates should be for the same batch of goods. The declaration date and verification date of the new certificate can be consistent with the original certificate. The old certificate will be invalidated and archived.

7. Loss of certificate

If the certificate of origin is stolen, lost or damaged, and the exporter or manufacturer is convinced that the original certificate of origin issued previously has not been used, A certified copy of the Certificate of Origin may be issued and the reissued certificate shall be marked with "CERTIFIED TRUE COPY of the original Certificate of Origin number ___ dated ___". When applying for a visa, you need to provide a copy of the original certificate and the original copy of the relevant bill of lading and customs declaration form.

8. Certificate validity period

It is valid within one year from the date of issuance of the certificate.

9. Direct Shipping Rules

The transportation of products must comply with the "China-Peru Free Trade Agreement Direct Shipping Rules of Origin".

10. Declaration from the Exporter

If the total duty-paid value of the goods does not exceed US$600 or the equivalent value in the currency of the importing party, there is no need to apply for a certificate of origin, and a written declaration from the exporter will suffice.

11. Other visa requirements

Other visa requirements shall be based on the visa requirements of the GSP certificate.
