Article 1 In order to standardize the management of meteorological disaster monitoring and early warning, improve the ability of meteorological disaster prevention and emergency response, and ensure the safety of people's lives and property, these Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on Meteorological Disaster Prevention of the State Council and the Regulations on Meteorological Disaster Prevention of Xi, and combined with the actual situation of this Municipality. Second units and individuals engaged in meteorological disaster monitoring, forecasting and early warning activities within the administrative area of this Municipality shall abide by these measures. Article 3 Meteorological disaster monitoring and early warning shall adhere to the principles of government-led, urban and rural planning, departmental linkage, graded responsibility and social participation, and ensure resource sharing, monitoring in place, accurate forecasting, timely early warning and efficient response. Article 4 The municipal, district and county people's governments shall strengthen their leadership in meteorological disaster monitoring and early warning, organize relevant departments to establish a linkage mechanism for meteorological disaster monitoring information sharing and meteorological disaster monitoring and early warning, incorporate the construction of meteorological disaster monitoring and early warning system into the economic and social development plan, and include the required funds in the fiscal budget at the corresponding level. Article 5 The municipal competent meteorological department shall be responsible for the organization and management of meteorological disaster monitoring, forecasting, early warning and information release in this Municipality.

County competent meteorological departments are responsible for the organization and management of meteorological disaster monitoring, forecasting, early warning and information release within their respective administrative areas, and accept the professional guidance of the municipal competent meteorological departments. In areas where no competent meteorological department has been established, the municipal competent meteorological department shall be responsible for the relevant work.

The administrative departments of development and reform, agriculture, water affairs, land and resources, planning, construction, environmental protection, industry and information technology, finance, education, forestry, public security, transportation, culture and innovation, safety supervision, municipal administration and tourism shall, according to their respective functions and duties, do a good job in meteorological disaster monitoring and early warning. Article 6 The competent meteorological department shall organize the education, popularization and publicity of meteorological disaster prevention and mitigation knowledge and the response to climate change, compile and publish propaganda materials of meteorological disaster early warning knowledge, enhance the public's awareness of disaster prevention and mitigation, and improve the public's ability of self-help and mutual rescue. Seventh media and communication operating units (hereinafter referred to as communication units) should do a good job in the dissemination of meteorological disaster monitoring and early warning information and the propaganda of meteorological disaster early warning knowledge. Article 8 The municipal competent meteorological department shall, jointly with the municipal development and reform, agriculture, water affairs, land resources, environmental protection, municipal administration and other departments, organize the establishment planning of meteorological disaster monitoring stations and early warning information dissemination facilities in this Municipality, and report to the Municipal People's Government for approval.

The people's governments at the county level and the Administrative Committee of the Development Zone shall, under the guidance of the municipal competent meteorological department, set up meteorological disaster monitoring stations and early warning information dissemination facilities in accordance with the planning requirements, and incorporate them into the city's meteorological disaster monitoring and early warning system.

Township (town) people's governments and sub-district offices should improve the meteorological disaster early warning information receiving terminals, and gradually improve the ability of grassroots and remote areas to receive and disseminate early warning information. Article 9 The competent meteorological department shall, jointly with the administrative departments of planning, land and resources, organize the preparation of special protection plans for meteorological observation facilities and meteorological observation environment according to the plans for meteorological disaster monitoring sites and early warning information dissemination facilities, and incorporate them into the overall urban and rural planning and land use planning after approval by the people's government at the same level. Tenth all units and individuals have the obligation to protect meteorological disaster monitoring and early warning information dissemination facilities, and report acts of sabotage. Article 11 The competent meteorological departments shall strengthen the monitoring of densely populated areas, major agricultural producing areas, Qinling ecological protection areas and sensitive areas prone to meteorological derivatives and secondary disasters, focusing on monitoring meteorological disasters such as rainstorm, blizzard, fog, haze, lightning, gale, sandstorm, high temperature, drought, hail and frost. Article 12 The competent meteorological departments shall strengthen the business management and technical guidance of meteorological stations and meteorological monitoring stations within their respective administrative areas, do a good job in metrological supervision of monitoring facilities, and ensure the truthfulness and accuracy of monitoring data, and may, according to needs, organize meteorological stations and meteorological monitoring stations within their respective administrative areas and flood control, geology, environment and other units related to disastrous weather monitoring to jointly monitor disastrous weather and meteorological disasters.

The administrative departments in charge of water affairs, environmental protection, land and resources, municipal administration, agriculture and other meteorological disaster monitoring shall urge their monitoring stations and competent meteorological departments and their subordinate meteorological stations to transmit and * * * enjoy monitoring information such as rain, water, customs, drought, atmospheric environment and geological disaster hidden point data. Thirteenth district and county people's governments should improve the meteorological disaster early warning team and provide necessary equipment and financial support. In areas where there are no competent meteorological departments, meteorological disaster early warning teams such as meteorological workstations and meteorological information stations can be built under the guidance of municipal competent meteorological departments as needed.

Meteorological assistants and meteorological information officers of the meteorological disaster early warning team are determined by the township (town) people's government, street offices and relevant units.

The meteorological disaster early warning team shall collect meteorological disaster information, report it truthfully to the competent meteorological departments and relevant units immediately, and disseminate it in time after receiving the early warning information. Fourteenth to encourage and support meteorological volunteers to participate in meteorological disaster information collection and early warning information dissemination, the competent meteorological departments should do a good job of organization.

The competent meteorological departments shall strengthen the professional and technical guidance and training on meteorological disaster prevention knowledge for meteorological assistants, meteorological information officers and meteorological volunteers.
